Captain’s Message:
Hello everyone,
I hope you are excited about a great weekend that is coming up. Fleet week always presents a lot of family fun, and I encourage you not to miss the fabulous show by the Blue Angels. How about those Giants? The city is fill with lots of energy and excitement due to the outstanding and great team work of the San Francisco Giants. Tonight is their last night in town before they are off to Atlanta and to hopefully send the Braves home for vacation until next season. Don’t forget to support our Giants.
Please remember with so many activities and so many visitors in town, it is most likely that predators will be out seeking victims. Remember to stay alert, secure your homes and personal values and try to do things in groups if at all possible. This would be a terrible weekend to leave any valuables in your car, so please pause now and think about what valuables are in your car that you should remove now. Please do not stop with yourself, call your family, friends and neighbors and remind them that we want this to be a fun, but safe weekend.

Community Alert:
We are having a number of churches burglarized in the district. Our investigation team and our street teams are working very hard to catch the person or persons responsible for these burglaries. We again caution the community and our faith based community to be on the highest alert around many of these institutions and report any suspicious activities. We also encourage all of our churches to contact SF SAFE for a security survey. Please report any incidents of theft or burglary no matter how small the loss.
Our next community alert is not only about vehicle thefts, and break-ins, but we want you to know that thieves have been stealing Catalytic Converters from underneath vehicles. Let’s keep our eyes and ears open, don’t forget to look out the window if you are up doing the middle of the night. As always, please do not take the law in your own hands; call the police and let us deal with the situation.
Community Challenge: Hopefully most of you are aware of the great safety tips that are on the SAFE website. The challenge to the community is for community members to go to that website and study any safety tip and be prepared for an upcoming audition in front of Captain Sanford and other members of Taraval Station. (We are not as bad as the judges on American Idol).
After the auditions are over, we will select two members from the community to educate the community members in attendance at the next Police Community Relations and Public Safety Meeting.

Recent Meetings:
On Wednesday, October 6, 2010 @ 6:00 p.m. I met with the Taraval Community Police Advisory Board. This is a group of community members that have demonstrated a vested interest in our Taraval community. I am happy to report that the members are very engaging and concerned about the things that are happening around our district. We are starting to come join forces as a group and I believe that we will be very successful with future endeavors as a result of our established partnership.

Another great arrest by the TNT:
On Thursday, October 7, 2010, Officer Elzey, Gotelli and Gala were all working patrol around the Holloway and Brighton area. As the officers approached the Laundromat near the s/w corner, they noticed two subjects in the wash house that
activity appeared to be suspicious. The officer had prior knowledge of numerous complaints about people loitering around the wash house for the purpose of using and selling drugs.
As the officers approached closer they actually recognized both subjects from prior contacts and was fully aware that they had previously arrested one of the individuals for possession of a weapon. The officers reported that one of the subjects appeared extremely nervous and was looking in different directions as if he was looking for an escape route.
The officers were now closing in and as they were entering the wash house they noticed the main subject walk to the back of the wash house and put a back pack that he was carrying in a dryer. The officers could smell burnt marijuana as they entered the wash house, but they continued to monitor the dryer that they saw the subject discard the backpack. Both subjects attempted to leave the wash house, but the officers wisely detained them for the suspected criminal activity.
The subject spontaneously stated to the officers that it was him and he was just smoking a little “weed” and attempted to leave as if that statement was going to terminate the investigation. Based on the officers training and experience they arrested the subject and subsequent arrest search revealed additional marijuana and drugs on the individual. One officer walked to the dryer, removed the backpack and opened it and found a loaded firearm, a ski mask and a gun case. All evidence was seized and the main subject was later booked at Taraval Station while the other subject was released after the investigation was completed.
Just in case you were wondering, neither subject had a valid medical marijuana card nor did they have laundry at the wash house.
We often call this routine good police work, but I would like to remind the community that these officers put their lives on the line everyday when they deal with dangerous encounters such as these. Please help to make our community safe, if you are family, friends or associates with many of these young-adults, please try to encourage them to go to school or do something productive with their lives. I personally would like to see them succeed and will also be willing to help them if they are willing to help themselves.
Safety on Muni:
Stay Alert – Watch those electronic devices.
Please try to keep these items in secured locations and try not to expose them if at all possible. Be able to identify your electronic device and if possible keep the serial number and other identifying information in a separate location so you can
provide that information to the officers if necessary.
Copper Theft:
Anyone observing any suspicious behavior in the area of underground vaults is encouraged to call the SFPD immediately (911), or PG&E’s security control center (staffed 24/7) at 1 800 691- 0410. Officers and citizens should not attempt to enter the vault as the possibility of electrocution is very high.

Officers respond to a call of a physical fight. The victim tells Officers while he was inside a restaurant with a female friend, he overheard another man calling his friend names. The victim and his female friend leave the restaurant and walk down the street. The victim is suddenly surrounded by the man from the restaurant and several of his friends. While on routine patrol Officers spot a vehicle that has tinted windows. Officers affect a traffic stop of the vehicle. A computer check reveals that the operator of the vehicle has a suspended driver’s license. The driver is cited and released. The vehicle is towed. Case#100-917-193

Officers respond to a report of a burglary. The victim tells Officers when he arrived home he found the front gate open and his bike missing from the vestibule area. It appeared that the front gate had been forced open. Case#100-921-774

Upon returning to her vehicle she discovers that someone has used a sharp object to scratch the passenger front fender, front and rear passenger door.

Community Relations:
As of Saturday, September 18, 2010, I assigned additional beat officers to foot patrol and changed their hours to 11:00 a.m. to 9:00 p.m. at night. I believe that this change will better serve our community and present more visibility to our merchants and visitors during these hours. Our primary beats are Irving Street, West Portal, Ocean Ave. and Head/Randolph area of Lakeview. We are fully aware of the needs on Noriega, Judah and other merchant areas; we will have patrol cover those areas on foot when possible.
Tuesday, October 19, 2010 will be our next Police Community Relations and Public Safety meeting. Please attend these meetings to discuss current issues in the district. These meetings are also designed so the community members can raise police related issues and ask questions regarding issues specific to the Taraval District.
It is my goal to continue all aspects of community relations in the Taraval District. Please offer your support in bringing our community together.

Captain Staff:
With all the recent transitions here at Taraval Station, new members of the captain staff was also a part of the transition. I would like to welcome the following members to the captain’s staff: Sgt. Kevin Mannix, Officer Charlie Chan, and Officer Ed Marchand have now joined Officer Fred Kwan. All four of these officers are very dedicated and hard working.
These officers will also be responsible for subpoenas, permits, facilities and assisting with the day to day overall operation of the Taraval Police District. Please call them at 415-759-3125 if you have questions.

Captain’s Message:
This week I had the opportunity to attend the Back to Rec. night at the Minnie & Lovie Ward Recreation Center. The event was well attended with a very diverse group of community members. I was extremely happy to see all the kids from the Sheridan School and other local schools. It appeared that many of the children were having a great time and I believe everyone enjoyed the food.
The Recreation Center is an awesome family friendly environment with many of great programs to offer community members. The Park and Rec. Staff there at the park should be saluted for a job well done and I have the highest regard for all of you that have contributed to the success of that historical spot.
Please continue to support the Minnie & Lovie Ward Recreation Center, I am a personal witness that they have and continue to plant seeds of productivity in many of our youth.

It thrills me when neighbors can get together and speak on crime and safety issues to better secure their neighborhoods. I was also delighted to find that many of the members there have great and appropriate public safety advice for newly attending or visiting guess. This is what police partnership is all about and I am glad to know that many of you are sharing the great news to help keep our communities safe.

Captain’s Complimentary Report:
This is an actual Captain’s Complimentary Report that was written by Sgt. Leslie Forrestal. (One example, of many, depicting the great police work that are men and women do everyday in the Taraval District).
On Friday, September 17, 2010 at approximately 1739 hours, Taraval Station officers were sent to assist a posse of MUNI riders who were chasing two robbery suspects in the area of Winston & 19th Ave. The suspects had brazenly swiped a woman’s cell phone while she was sitting on the M line. The woman, however, rather than just sit there victimized, left her seat and pursued the thieves. The suspect with the cell phone threw it to the ground and the victim picked it up. It was then that the second suspect grabbed it from her and then pushed her to the ground. Both suspects then fled, running south along the LRV tracks followed by the group of good Samaritans.
Officers Stockwell and Serrano, the regular swing watch “5 car” were patrolling their sector and near the scene of the crime when the call was broadcast. They immediately responded to assist the victim, but being physically uninjured she was eager to help apprehend her assailants; after all, they had snatched her iPHONE! She got into the car with Officers Stockwell and Serrano and they began searching the area for the suspects. The officers’ instincts led them to some smaller residential streets on the east side of 19th Ave. that they thought might be a good escape route for the suspects. As they neared the intersection of Denslowe and Lyndhurst the officers saw two young males matching the description initially broadcast by dispatch. At the same time, the victim, sitting in the back of their patrol car, began yelling, “That’s them, that’s them!”
Officers Stockwell and Serrano exited their car and ordered the young males to stop, which they wisely did. The officers were able to then successfully detain the suspects.
Multiple units responded to the call to lend a hand with a complex investigation, involving juvenile suspects, multiple witnesses, evidence collection, and looking for the missing iPHONE, which the suspects had ditched as they fled. Officer Beauchamp and Officer Batan helped with cold shows. Officer Palladino kept an eye on the juveniles and Mirandized them. Sgt. Henry Woo located witnesses. Sgt. Clinton (S.I.T.) responded to assume control of the investigation. Officers Park and Chang (Co. H) assisted with Korean translation. Sgt. Tang (SFSU) located the discarded cell phone along the MUNI tracks. Officer Labson located the LRV that the crime occurred on so that the video could be saved and retrieved in a timely manner. Officer Robert Chew brought the station camera to the scene and then kept an eye on CAD, so the district was not neglected.
All of these actions were important to the apprehension and investigation that led to the arrest of two criminal juveniles who obviously have no regard for the privacy and property of another. But, it was the quick and instinctive response by the 3I15D (Stockwell and Serrano) that ultimately resulted in the arrest of these two blossoming thugs. Hopefully, these two young criminals will think twice the next time they are tempted by a lone woman using her iPHONE. The officers involved in this incident are to be commended for their dedication to police work and their willingness to work together. The Taraval District is a safer place to live, work, play, or just pass through thanks to them. Good Job!

Another Great Graffiti Arrest:
Talking about right off the press! At about 0047 hrs. this morning, Officer Chu and Fortuno was working patrol in plain clothes and driving an unmarked police car. These outstanding officers noticed several subjects on the Muni Light Rail Vehicle tracks located between Ocean Avenue and Sloat Boulevard. They continued their observations as they got closer they noticed the subjects arm actions. The officers immediately recognized that these subjects were engaged in vandalism and graffiti activities.
The officers got out of their unmarked police car, displayed their police stars and ordered the subjects to stop. All three subjects attempted to flee, but the first two immediately gave up and was taken into custody while the third subject was able to evade the police and escaped after jumping over a fence into a backyard and then was lost in the area after the search.
Once the two subjects were secured, the officers examined the area and found bright green, white and black in color spray paint on both sides of the fence. All the spray paint cans were located and the paint was wet and tacky to the touch. A subsequent search of the subjects revealed black markers on both of them. All evidence were seized and properly booked and the officers took photographs of the vandalism/graffiti.
I do not think that I have to brag about the great work of Taraval officers, but I will do it anyway because these officers are deserving of the recognition. Remember, even though these individuals ended up with spray paint cans, the officers were not initially sure of the suspicious activity until they got closer. These situations constantly call for great observations skills, officer safety skills and overall concern about public safety issues.
These officers did a great job and I am happy to report that two of the three “bad-guys” were taken off the street and placed in jail where they belonged.
Copper Theft:
Anyone observing any suspicious behavior in the area of underground vaults is encouraged to call the SFPD immediately (911), or PG&E’s security control center (staffed 24/7) at 1 800 691- 0410. Officers and citizens should not attempt to enter the vault as the possibility of electrocution is very high.

12:26 pm 2900 blk of Great Highway Battery
An Officer responded to the scene on a call of a possible aggravated assault. The Officer spoke with all four parties involved. An argument over a parking space at the zoo started when one subject was standing in an open parking space “saving” it for her friend in their car. The driver of another vehicle who had been looking for parking for forty five minutes saw this, exited her vehicle and confronted the girl stating that she could not save the spot. Both parties stated that they were each struck by the other party’s vehicle while they were trying to park. The Officer saw that there were no visible injuries to either party and neither party had a complaint of pain. Both parties refused to press charges. The registered owner of the vehicle stated to the Officer that he had left his car legally parked and locked this morning. When he returned to the area the car was gone. The Officer confirmed that the car had not been towed. Report # 100-891-478
7:13 pm 19th Ave/ Irving St Missing/ Found person
The Officer spoke with the reportee who stated that his eighty year old mother was missing. He told the Officer that he had dropped her off at 19th Ave and Irving this morning and when he returned to pick her up he could not find her. A merchant in the area told the reportee that he has seen the woman board a bus. The reportee stated that his mother is diabetic and requires medication as well as walks with the assistance of a cane. The Officer called numerous hospitals and searched areas where the woman frequents. While conducting his search the Officer was notified that an unrelated party had located the woman on Folsom St unharmed but lost. She was reunited with her son without incident. Report # 100-892-749

Officers responded to the scene and spoke with the victim. The victim stated that he had walked out of a local bar and was headed home. The victim stated that as he approached the corner he saw a group of girls standing around and one unknown male was with them. The victim stated that as he walked past the group, the male yelled, “Why are you here? Get out of here!” and punched the victim once in the face. The victim stated that he did not know the male and he continued walking home. The victim stated that he was not injured and refused any medical treatment. 8:08 am 300 blk of Orizaba Street Vandalism to Vehicle
While on routine patrol in the area, Officers where flagged down by a citizen. He told Officers that he was just leaving his house and when he approached his car he saw that the front passenger window had been shattered and the car had been ransacked. The victim stated that nothing appeared to have been taken. The victim told the Officers that he had parked his car here yesterday afternoon locked and undamaged. The Officers were unable to collect any finger prints. Report # 100-984-143
8:40 am 1400 blk of La Playa St Recovered Vehicle
While on patrol in the area the Officer observed a parked car that looked suspicious. The interior and transmission had been stripped as well as windows being broken. The vehicle had new paper plates on it but a records check of the VIN revealed that the car was stolen and someone had removed the license plates and altered the DMV paperwork. The Officer responded to a residence to take a stolen vehicle report. The victim stated that she had parked and locked her car the afternoon before and when she returned today it was gone. The owner stated that she had not given anyone consent to drive it. The Officer confirmed that the vehicle had not been towed. Report # 100-894-654
7:19 pm 9th Ave/ Lincoln Way Battery with Serious Injury
Officers were responding to the area on a call of a battery. The first Officers on scene found the victim on the sidewalk bleeding profusely from the face. Dispatch broadcasted a suspect description and other Officers detained the suspect a few blocks away. The suspect was positively identified by the victim and three separate witnesses. One witness stated that he saw the suspect walking down the street screaming out obscenities and acting extremely erratically and aggressive. The witness stated that he watched the suspect and called 911. Another witness stated that he saw the suspect approach the victim who was standing on the corner and throw him down to the street knocking his head on a garbage can and then punch him repeatedly in the face before fleeing on foot. The victim was transported to the hospital and sustained numerous severe injuries. The suspect was arrested. Report # 100-895-743

12:14 pm 1900 blk of 41st Ave Pimping & Pandering
Officers responded to a mental health clinic in the area. The counselor told Officers that a patient there was being victimized by a friend that was attempting to “pimp her out”. The counselor stated that the patient suffers from short term memory loss and impulse control. Officers spoke with the patient who stated that a male friend who she had a consensual sexual relationship with had recently suggested that she start having sex with his friends for money. He told her that he would only take a small portion of the money. The patient decided against doing this and spoke with her counselors about it. 1:35 pm Ocean Ave/ Capitol Suspended Driver’s License
While conducting traffic surveillance at the intersection, the Officer observed a vehicle fail to stop at a Stop Sign and saw that the driver was talking on his cell phone while driving. The Officer conducted a traffic stop of the vehicle and the driver told her his driver’s license was suspended which was confirmed through a records check. The driver also did not have proof of insurance. The driver was cited and his vehicle was towed. Report # 100-898-060
6:15 pm 1500 blk of Sloat Blvd Burglary & Conspiracy
Officers responded to a local grocery store where there was a theft in progress. Loss prevention agents of the store met with one of the Officers and informed them that he had been observing two males working together in the store to conceal merchandise in their backpacks. The loss prevention agent gave the Officer a physical description of the suspects and they were detained as they exited the store. Officers recovered the stolen merchandise and the two suspects were arrested. Report # 100-899-262
20:18 pm 600 blk of Capitol Cocaine, Base/Rock Offense
Officers responded to the area on a possible shots fired call. While searching the area they saw a woman crouched over a man who was lying on the ground. The Officers believed that the woman may be performing CPR on a possible victim. As the Officers approached the two subjects they realized that neither of the people were injured and that they were conducting lewd sexual acts in public. The female told Officers that she had a “rock”, which is common street slang for crack cocaine. The woman indeed possessed the narcotics. A records check also revealed that she had two outstanding warrants for her arrest. She was taken into custody. No evidence of any shooting was discovered.

The reportee told Officers that she had heard footsteps on her roof and then a loud crash. She discovered that the skylight window in her bathroom had been broken. The reportee lives in an apartment building and she did not see anyone or hear anyone talking. Officers searched the roof for suspects to no avail. Report #100-900-342
9:42 am 300 blk of Ashton Street Burglary of a Store
Officers responded to a local market to take a burglary report. The owner of the store told Officers that he had had closed the store last night and made sure the premise was locked and secure. He stated that when he returned this morning the front gate and door of the store was still locked and secure but when he entered the store he discovered that the cash register, U.S. Currency, a laptop and other items were missing from behind the counter. The owner said that he saw that there was damage to the back door and the lock on the back gate had been cut. The unknown suspects had left a burglary tool behind. 2:17 pm 1500 blk of Sloat Blvd Theft, Shoplifting
Officers responded to a grocery store in the area on a call of a shoplifter. Officers detained the suspect identified by loss prevention agents of the store at a nearby bus stop. Loss prevention stated that the had observed this suspect select numerous items of merchandise and then exit the store passing several open manned registers without making any attempt to pay. A records check revealed the suspect had been previously arrested and served time in jail for three prior theft related crimes. The store recovered their merchandise and the suspect was arrested. 2:33 pm 3100 blk of Ortega Theft from Building
Officers responded to a Middle School on a theft call. Upon arrival, Officers met with the Dean of the school who had a student detained. The student’s mother was present as well as the school’s accountant. The accountant told Officers that she had been counting coins in her office and left her office momentarily. The accountant stated that when she returned to her office she saw the student slowly exiting concealing something in her hand. The account attempted to remove the items from the students hand and the student struggled with her finally releasing the items which were two rolls of coins that had been sitting on the accountants desk. The student ran away but was later called to the Dean’s office. The Dean wished to press charges and the student was cited and transported to C.A.R.C. where she was released to her mother. 3:30 pm 200 blk of Farallones St Suspended Driver’s License
Officers were conducting traffic enforcement in the area when they observed a vehicle drive past them. They had a clear and unobstructed view of the driver of the vehicle and recognized him from his San Francisco Police Mug shot. The Officers had prior information that the subject currently had an outstanding warrant. They conducted a traffic stop of the vehicle. A records check revealed that the subject had three active suspensions on his driver’s license, the vehicle registration was expired and he had no proof of insurance. The driver was arrested and the vehicle was towed.

7:10 pm 3200 block of 20th Ave Theft, Shoplifting
Officers responded to a Department Store on a shoplifting call. Upon arrival Officers spoke with a loss prevention employee who told them that she had observed two juvenile females enter the store with a large bag and backpack. She observed the two girls select numerous items, take them into the dressing room and exit the dressing room without any of the items. The employee stated that she searched the dressing rooms and found none of the items the girls had brought in there. The girls proceeded to exit the store passing several open manned registers without making any attempt to pay. The employee approached the two girls and identified herself. One of the girls dropped her bag and fled on foot. The employee was able to detain the other suspect and retain all of the stolen merchandise. Officers cited the juvenile and transported her to C.A.R.C. where she was picked up by her mother. Report # 100-906-801
7:55 pm Irving/ 33rd Ave Street Robbery
Officers responded and spoke with the victim who told them that she had been walking on the sidewalk talking on her cell phone. The victim stated that she walked past two unknown black females that where standing on the sidewalk talking. The victim stated that as she walked by them she was struck in the back of the head and then pulled down to the ground. The victim stated that the two girls began punching her in the face repeatedly and trying to take her purse. The victim did not let go of her purse but the suspects took her cell phone out of her hand. The suspects then got into a waiting red Camero and fled. The victim suffered minor injuries and was treated at the scene by Paramedics. Report # 100-906-942

The loss prevention agent for a cosmetic store informs Officers that an unknown female entered the store with a large bag. She walked directly over to a merchandise shelf, placed several items in her bag and walked out of the store passing several open manned registers without paying. The reportee detained the subject and retained the merchandise. The subject began to complain of health issues so Officers transported her to SFGH where she was cited and released. 8:13 am Plymouth Ave/ Broad St Theft from Vehicle
The victim stated that he had parked and locked his vehicle the night before. The victim did state that he left the front passenger side window partially open. The victim reported that when he returned to his vehicle the next morning he saw that his window had been forced open and the door had been unlocked and opened. The victim said he looked inside to see what if anything had been taken and he saw that the wires to his in-dash stereo had been cut and it was gone. The victim did not know who the suspect could have been.

The victim called 311 to report that his rear passenger tire had been slashed by an unknown suspect. The victim stated that he had parked his car, locked it and left it unattended yesterday afternoon. He stated that when he returned a few hours later he saw that his tire had been slashed. The victim said he did not know who the suspect could be. The victim also stated that he saw another vehicle on the street that had all four tires slashed.

10:45 am Unit block of Brentwood Ave (Ingleside) Fraud
The victim walked into Taraval Station to make a Fraud report. She told Officers that she had previously filed a burglary report and she was now being charged with several purchases that an unknown suspect was using her stolen credit card to make. The victim also stated that she was alerted that the unknown suspects attempted to open three separate accounts using her husband’s personal information that was also stolen during the burglary. Luckily there had been fraud alerts attached to her husband’s information so the unknown suspect’s applications had been denied. The victim also reported that since the burglary, there have been two attempts by the unknown suspects to transfer money out of their Bank checking accounts which were unsuccessful. The victim wanted these incidents documented for her records.

Community Relations:
As of Saturday, September 18, 2010, I assigned additional beat officers to foot patrol and changed their hours to 11:00 a.m. to 9:00 p.m. at night. I believe that this change will better serve our community and present more visibility to our merchants and visitors during these hours. Our primary beats are Irving Street, West Portal, Ocean Ave. and Head/Randolph area of Lakeview. We are fully aware of the needs on Noriega, Judah and other merchant areas; we will have patrol cover those areas on foot when possible.
Tuesday, October 19, 2010 will be our next Police Community Relations and Public Safety meeting. Please attend these meetings to discuss current issues in the district. These meetings are also designed so the community members can raise police related issues and ask questions regarding issues specific to the Taraval District.
It is my goal to continue all aspects of community relations in the Taraval District. Please offer your support in bringing our community together.
Taraval Station Community Relations and Public Safety Meeting:
At my last community meeting, some of the community members told me that they were concerned about mail theft and all the crimes that go along with the theft. Two members asked me if I would look into having someone from the postal inspector come out as a future speaker.
In the interest of our community, I thought it would be wise to make that call immediately so that I could attempt to honor my promise to look into a possible speaker. The United States Postal service quickly stepped up to the plate, and I eventually made contact with Postal Inspector Witt who agreed to come out and talk to the community about mail theft.
This will be an excellent topic that unfortunately impacts us either directly or indirectly. Please tell a friend and/or family members and have them come out and listen to this very important presentation.

Captain’s Message:
I would like to announce a new community engagement strategy. Every third Monday of each month I will have what is known as Merchant Mondays. This is my opportunity to meet with merchants in the Taraval District and discuss issues relevant to their business. Our discussion will include best practices, community relations, good neighbor strategies, loitering and crime problems that may adversely affect your business.
It is my intent to move these meetings around the district to any merchant that would like to host our monthly meeting. However, because this is our first meeting, we will hold it at Taraval Police Station on Monday, October 18, 2010 @ 1:00 p.m. We will discuss future locations and the best meeting time at our first meeting.
The general public will be invited to this first meeting, but the focus of the meeting is to discuss issues related to local merchants.

Community Alert:
We are still having too many vehicle break-ins. Please remember that these types of crimes happen within seconds and it is very hard for officers to catch the person in the act. Therefore, we are calling for the entire community to act as eyes and ears to protect your car and those of your neighbors and/or visitors to our great city. One obvious deterrent is to make sure that you do not leave valuables in your vehicle.
If you or someone you know is a victim of a car break-in, we encourage you to make a police report.
Community Challenge: Hopefully most of you are aware of the great safety tips that are on the SAFE website. The challenge to the community is for community members to go to that website, study any safety tip and be prepared for an upcoming audition in front of Captain Sanford and other members of Taraval Station. (We are not as bad as the judges on American Idol).
After the auditions are over, we will select two members from the community to educate the community members in attendance at the next Police Community Relations and Public Safety Meeting.

Officers respond to a call of a disturbance at a local bar. Officers are informed that a white male is inside the bar attempting to pick fights with others. Officers detained the male, run a computer check and find that the man has an outstanding $ 50,000 warrant. The male is arrested.

that the victim were sleeping when approximately three males entered into his house, held him at knife-point and robbed his house.

Officers respond to a call of a robbery. Dispatch informs Officers that there are 4 to 5 males chasing 2 males running from the area. The victim tells Officers that she was robbed by two males who stole her I-Pod. Officers search the area and spot two males matching the description. The victim positively identifies the two males, as the ones who robbed her. The two males are arrested.

Officers respond to a disturbance call. Officers are told that a male subject is refusing to check out of his hotel room and in walking around in the hallway without any clothing on. Officers arrived at the residence and spoke with the reportee who told them that her daughter had threatened suicide. The reportee stated that she had been in a verbal argument with her daughter when her daughter grabbed a kitchen knife and held it against her throat stating that she was going to kill herself. The reportee was able to take the knife away from her prior to Police arriving. Officers determined that the girl was a danger to herself and she was transported to SFGH PES. Report # 100-870-955

Officers were driving in the area when they observed a male standing in the roadway yelling at passing vehicles. Officers approached the male and they could clearly see that he was extremely intoxicated. A records check revealed that he also had numerous outstanding warrants. Officers responded to the residence and met with the victim. The victim told Officers that he had just returned to find graffiti on his fence that was still wet to the touch. The driver’s license was suspended. The Officer seized the license and cited and released the driver at the scene. The vehicle was released to the driver’s brother who had a valid driver’s license.

Officers are called to a report of a burglary. The victim told Officers that upon returning home from work he found the back windows of his residence completely shattered. Officers responded to a commercial building on a report of a burglary. The victim stated that the building had been locked and secured the evening before. The victim stated that she returned this morning to find numerous electronic devices missing from the building. There were no signs of damage or forced entry. 7:40pm 3000 blk of 20th Ave Shoplifting
Officers respond to a call of a shoplifter detained by Security. Security stated that they observed an unknown female walk around the store and select several items. The female then walked out of the store passing several open and manned registers without paying. The female was approached by a store employee and she then threw the items she was carrying onto the ground damaging them. She was detained by Security outside of the store and was later cited and released by Officers at Taraval Station. Report #100-877-575

Officers responded to the residence on a call of fireworks exploding. The victim stated that she had heard loud bangs in her entry way and when she opened her door she found residue from the fireworks and a suspicious note left behind. The victim informed Officers that she knows of several people who may be suspects. No damage was done to the property.

While on routine foot patrol, the Officer observed a male sitting on the sidewalk drinking an alcoholic beverage. The Officer detained the male and a records check revealed that the subject had an outstanding warrant for his arrest. The Officer booked the subject at County Jail #1.

3:45 pm Lobos/ Plymouth Ave Suspended Driver’s License
While on patrol Officers observed a vehicle drive by them in which the passenger of the vehicle was not wearing his seatbelt. The Officers conducted a traffic stop of the vehicle and contacted the driver and passenger. The driver’s license was suspended and he did not have proof of insurance. Both the driver and passenger were cited and released at the scene and the vehicle was towed with a hold for S.T.O.P.

The victim walked into Taraval Station to report that his vehicle had been stolen. The victim told Officers that he had parked and locked his vehicle the evening before and had not given anyone consent to drive it. The victim told Officers that when he returned the vehicle was gone. Officers confirmed that the vehicle had not been towed.

9:57 pm 100 blk of Cambon Dr Robbery with a Gun
Officers responded to the area on a call of a robbery. Officer spoke to the victim who told them that he had walked out of the grocery store after buying cigarettes and proceeded to walk along a path that looped behind an apartment building. The victim stated that there were two possibly Middle Eastern or Hispanic males standing on the path. The victim stated that one of the men asked the victim if he could “bum a stogie”. The victim stated he went to retrieve a cigarette for the male when the subject pulled a gun from his waistband and pointed at the victim stating “Gimmie your Money”. The victim handed over his wallet due to fear and the two subjects fled on foot. Officers searched the area for the subjects to no avail. The victim stated that if found, he would be able to identify the subjects again.

Officers responded to the residence to take a report of a stolen vehicle. Upon arrival, the victim told Officers that he had parked his vehicle in the driveway several hours earlier. 1:56 am 19th Ave/ Noriega St D.U.I.
Officers were on routine patrol in the area when they saw a vehicle run the red light at 19th Ave and Noriega and then precede south bound on 19th Ave. The Officers conducted a traffic stop of the vehicle and contacted the driver. The driver gave Officers his license which was suspended and he admitted to have been drinking. The Officers conducted several field sobriety tests as well as a breathalyzer test. Officers determined that the driver was indeed driving under the influence. The driver was placed under arrest and booked at County Jail #1.

Officers responded to an apartment building to take a burglary report. There were three victims who had items stolen. The victim who had called the Police stated that he had returned to the building to find the front door to the lobby damaged and open. The victim stated that his bike which had been parked in the lobby was gone and some of his clothing from the dryer in the garage was gone. There were also two other bikes missing from the garage and a car window shattered and item stolen from the car. The Officer dusted for prints.

Officers responded to the residence on a call of a burglary. The victim told Officers that a relative who had come over to visit saw that the front door of the house had been kicked in and was open. The victim stated that when he returned home after being notified of the incident, he found that the upstairs bedrooms had been ransacked. The victim stated that money and a portable play station had been stolen. The victim stated that a neighbor who was washing his car told him he had seen three Chinese males come out of the house and walk away but he did not think they looked suspicious. The victim said his ninety year old mother-in-law who had been in the downstairs apartment the whole time had not been aware of what happened. CSI responded to process the scene.

Community Relations:
As of Saturday, September 18, 2010, I assigned additional beat officers to foot patrol and changed their hours to 11:00 a.m. to 9:00 p.m. at night. I believe that this change will better serve our community and present more visibility to our merchants and visitors during these hours. Our primary beats are Irving Street, West Portal, Ocean Ave. and Head/Randolph area of Lakeview. We are fully aware of the needs on Noriega, Judah and other merchant areas; we will have patrol cover those areas on foot when possible.
Tuesday, October 19, 2010 will be our next Police Community Relations and Public Safety meeting. Please attend these meetings to discuss current issues in the district. These meetings are also designed so the community members can raise police related issues and ask questions regarding issues specific to the Taraval District.
It is my goal to continue all aspects of community relations in the Taraval District. Please offer your support in bringing our community together.

Captain’s Complimentary Report:
The outstanding work that the men and women do everyday is worth compliments. We often highlight complimentary reports just to show outstanding police work, but every day our officers put on their uniforms and go out on the streets; they are heroes in my mind because they never know what danger will face them for that day.
Because of the emotional attachment connected with this incident, I actually called one of my officers to check on him and then get his permission to highlight police work that I consider above and beyond the call of duty and an extremely heroic act.
Officer Eric Lau of the Taraval Police Station was at home in his driveway when he heard and witnessed a loud blast that actually knocked him off of his feet. The off duty officer quickly recovered to see a large ball of flame which we all quickly witnessed as an inferno.
Officer Lau shared with me that his family was out of town, but his neighbors and community was a second family so he quickly relied on his training as a police officer and immediately went into action. Officer Lau witnessed mass panic and he was aware of the need to bring calm to a tragic situation which required some form of control. Officer Lau was one of the first individuals to call 911, identify himself as a police officer and request for additional police assistance to help him with many task that he quickly identified a priorities.
Officer Lau wisely put on his full police uniform and proceeded to direct children and started an emergency evacuation of his street prior to the San Bruno Police Department arriving on the scene. Minutes later, Officer Lau told me he received a call on his cell phone from a fellow neighbor and officer. Officer Lau told me that Officer James Johnson, formerly of Taraval Station, now a member of Central Police Station ran to his location after a quick telephone conversation and without hesitation, the two proceeded to conduct evacuations.
These two outstanding police officers were fully aware of the danger that was presented to them. With total disregard to their own personal safety, they continued with the evacuations, attempting to calm people in the area and directing them to safety. These officers were finally joined by San Bruno PD and fire. Knowing these men were San Francisco’s finest, the fire chief requested their assistance with sealing off a perimeter and checking houses for security to prevent any possibilities of looting.
I just got off the phone with Officer Lau and he described the situation as “unreal”. I believe from the media pictures alone, we can agree that the scene was tragic and heartbreaking. Officer Lau appears to be in good spirit, but was extremely tired after going to bed at 5:00 a.m. after this initial incident erupted.
I will be submitting formal paperwork to Chief Gascón requesting formal recognition of these great officers, but I thought it was only fitting to immediately acknowledge bravery that goes far above and beyond the call of duty.
Safety on Muni:
Stay Alert – We have had a few incidents where individuals have I-Pods and other electronics in their hands, normally not paying attention to the environment around them, and suddenly have their electronic device snatched from their hands.
Please try to keep these items in secured locations and try not to expose them if at all possible. Be able to identify your electronic device and if possible keep the serial number and other identifying information in a separate location so you can provide that information to the officers if necessary.
Copper Theft:
Anyone observing any suspicious behavior in the area of underground vaults is encouraged to call the SFPD immediately (911), or PG&E’s security control center (staffed 24/7) at 1 800 691- 0410. Officers and citizens should not attempt to enter the vault as the possibility of electrocution is very high.

6:28am 2000 blk of 14TH Ave THEFT/ From Vehicle
Officers responded to a report of someone breaking into a vehicle. While responding, dispatchers notify Officers that the suspect was last seen fleeing the area in a brown 4-door sedan type vehicle. The caller stated that he heard a noise, looked out his window, and saw someone leaning into his neighbor’s parked vehicle. The caller said that the suspect was inside the vehicle with a flashlight, rummaging through it. The vehicle owner reports that the suspect stole his wallet, money & an apple I-touch. 8:57am 300 Blk of 46th Ave Burglary/ Stolen Bike
Officers responded to a report of a burglary. The victim tells Officers that she locked and secured her bike to a pole inside her apartment garage. The victim showed Officers a pair of sharp cutters that belong to her. It had been discarded in the garbage close to where the bike was last seen. The cutting instrument may have been used to cut the lock off. Report #100-808-774

While on patrol, Officers were flagged down by a resident who requested a vandalism report. The victim told Officers that she left her residence at 11:30 am and returned at 12:30pm to find someone had sprayed the words “XIV 14” on the front wall of her residence.

While on patrol, Officers spotted a vehicle traveling on Holloway with no current registration tabs. Officers affected a traffic stop of the vehicle. While on routine patrol, Officers observe a man walking with what appears to be a bottle of alcohol concealed in a brown paper bag. Officer approached the male and discover inside the brown paper bag, a bottle of 40 ounce malt liquor. The male is placed under arrest for possession of an open container of alcohol. A search is conducted and Officers locate a marijuana cigarette. The male is cited & released. Report#100-813-187
6:55pm 1100 blk of Irving St Warrant Arrest
Officers respond to a report of vandalism. Upon arriving Officers are flagged down by a reportee who tells them that he observed a male throw an object through a local business glass window. The reportee also tells Officers the location of the suspect. Officers find the suspect, who also happens to match the description, standing in a doorway nearby. While searching the suspect, Officers notice several pieces of broken glass pieces throughout the man’s clothing. Officers arrest the suspect. 9:08 AM 8TH Ave @ Judah St Warrant Arrest
Officers respond to call from a mother who was walking with her young son, pushing him in a stroller. As the mother approaches an intersection, she is approach by a local transient who grabs her arm and begins yelling at her. The mother breaks away from the transient and flees the intersection. The suspect is located in the area and arrested. A computer check reveals an outstanding warrant for the transient.

Officers respond to a robbery call. The victim tells officers that she was texting on her I-phone while sitting on Muni, (streetcar). The victim stated as the streetcar approached Judah @ 9th ave, the double doors began to slide open. The victim said the male sitting in front of her, turned around, snatched her I-phone from her hand, quickly exited the streetcar, and began running northbound on 9th avenue. Report#100-816-959

Officers responded to a report of a traffic collision with injuries. Officers determined that two vehicle were involved. Two fatalities were declared in this accident and 4 other parties were transported to the hospital.

Officers responded to a report of a burglary. The victim told Officers that she heard what sounded like someone kicking at her front door. The victim said she walked over to the front door and yelled out “who’s there”. The victim said the suspect yelled back “it’s the police” and continued kicking the front door. The victim said she opened the peep hole to look out and the suspect sprayed something through the peep hole. The victim said she immediately felt a burning sensation to her eyes and face. The suspect fled the scene.

Dispatch advised Officers that they received multiple 911 calls regarding a fight and several callers stating that they heard two gun shots. The victim walked into Taraval Station to file a vehicle theft report. The victim stated he parked, locked and secured his vehicle in the apartment garage space provided to him. The victim said he learned of the vehicle theft when a neighbor knocked on his door and informed him that his vehicle was damaged in the garage. Officers responded to a report of multiple vehicles with broken window. Officers found three vehicles that sustained broken windows throughout the unit block. One of the three vehicles also had items stolen from inside the vehicle. One witness said he observed a male running from the area and climb into the passenger side of a light color sedan. 6:11am 2600 San Jose Ave Robbery/Home With Gun
Officers responded to a home invasion robbery in progress. While en route dispatch advised Officers that the suspects fled the scene. The victim tells Officers that he arrived home from a local casino when he was approached by two men. The victim said he saw one of the men holding a handgun and was able to shut a door between the two. The victim stated the men kicked in the door and robbed him at gun point in his garage. While on routine patrol Officers were flagged down by a citizen that he had a current & valid stay away order in effect for a man that was standing at the end of the street. Just prior to me submitting this Friday newsletter, Officer Lori Pelitier (Taraval Station’s newest School Officer) just walked through the station with a group of kids from the Diane Feinstein Elementary School at 24th & Vincente.
